it reference to your letter of the 17th instant,

No. 11350/16, ith regard to the export of Sesamum to

Siam, I am instructed by the Director of the War Trade

Department to state for the information of Mr. Secretary

Bonar Law that the fact that the name of the consignee

does not appear on the Siam White Liat is the only

objection raised by this Department to the export of the

consignment.

With regard to the points raised in the ascond

paragraph of your letter, I am to point out that by the

terms of the Royal Proclamation of the 24th Eeptember last

the export of goods from the United Kingdom to Siaz is

only permitted to persone whose names appear upon the List

and that it has been considered that this Department has no

alternative but to refuse applications for licences for the

export of prohibited goods destined for other consignees.

If thie view of the Department is oorrect it ia

obvious that the export of goods to persons not on the

List from other parts of the Empire would place exportera

in the United Kingdom at a disadvantage. Lord Elmott would

be glad to consider the views of the Colonial Office on this subject as it is in his opinion desirable to secure uniformity of procedure as far es possible.
